Ausgehend von politischen und sozialen Realit\u00e4ten erarbeitet das Schweizer K\u00fcnstlerduo Christoph Wachter und Mathias Jud partizipative Community Projekte unterschiedlicher Art. Das aktuellste Projekt nennt sich OPEN-\u041a\u041e\u0421\u041f\u0410\u0421-SARSAT<\/em> (2015) und dient dem Ziel, ein unabh\u00e4ngiges, satellitengest\u00fctztes Notruf- und Rettungssystem f\u00fcr alle und insbesondere f\u00fcr Menschen in \u00fcberf\u00fcllten Fl\u00fcchtlingsbooten zug\u00e4nglich zu machen.<\/p>\n

OPEN-\u041a\u041e\u0421\u041f\u0410\u0421-SARSAT<\/em> orientiert sich an dem weltweit etablierten \u041a\u041e\u0421\u041f\u0410\u0421-SARSAT<\/em> Notruf- und Rettungssystem, das w\u00e4hrend und trotz des Kalten Krieges als zivile Kollaboration von der UdSSR und den USA entwickelt wurde. Sowohl der kostenaufwendige Erwerb als auch die Registrierung von Sendeanlagen, auch Notfunkbaken genannt, bilden die Voraussetzungen f\u00fcr die Nutzung des weltraumgest\u00fctzten Rettungssystems. Da die Registrierung jeweils von nationalen Beh\u00f6rden und Institutionen organisiert wird, steht sie in engem Zusammenhang mit B\u00fcrger- und Aufenthaltsrechten. Au\u00dferhalb dieses Rahmens ist kein freier Zugang m\u00f6glich. Mit Hilfe verschiedener internationaler Institutionen macht OPEN-\u041a\u041e\u0421\u041f\u0410\u0421-SARSAT<\/em> die Realisierung eines kosteng\u00fcnstigen, globalen und im Eigenbau produzierbaren Notfunksystems m\u00f6glich, so dass, in Kombination mit der Errichtung einer offenen Registrierungs- und Auskunftsstelle, die Nutzung ebenfalls f\u00fcr gef\u00e4hrdete und schutzlose Menschen weltweit gew\u00e4hrleistet ist.<\/p>\n

On the basis of political and social realities, the Swiss artist duo Christoph Wachter and Mathias Jud develop participative community projects of various sorts. The most recent project is entitled OPEN-\u041a\u041e\u0421\u041f\u0410\u0421-SARSAT<\/em> (2015) and serves the goal of providing access to an independent, satellite-supported emergency- and rescue-system for everyone, especially persons in overcrowded refugee boats.<\/p>\n

OPEN-\u041a\u041e\u0421\u041f\u0410\u0421-SARSAT<\/em> is oriented toward the global \u041a\u041e\u0421\u041f\u0410\u0421-SARSAT<\/em> emergency- and rescue-system that was developed as an instance of civil cooperation by the USSR and USA during and despite the Cold War. Both the expensive acquisition and the registration of transmission equipment, also called an emergency position-indicating radio beacon (EPIRB), constitute the prerequisites for using the rescue system that is satellite-supported. Since the respective registration is organized by national authorities and institutions, it is closely linked to civil rights and residency permits. No free access is available outside this framework. With the help of various international institutions, OPEN-\u041a\u041e\u0421\u041f\u0410\u0421-SARSAT<\/em> allows the realization of an inexpensive, global distress-call system that can be produced through self-construction so that, in combination with the setting up of an open registration and information site, it can likewise be used by endangered and unprotected persons throughout the world.<\/p>\n
